to lay before Mr Stanhope, for his
consideration, the enclosed copy of
a despatch from the Governor of Hong
Kong, suggesting that the whole ques-
tion should be dealt with, not under
the Circular of 9th June 1890, but
under the arrangement originally made
8 with the Hong Kong Government in 1964
as laid down in the Duke of Newcastles
despatch of 27th January 1864, copy
of which was communicated to War Office
in the letter from this Department of
the same date.
If Mr. Stanhope cannot agree
to the proposed reference to an Arbi-
trator of the point in dispute
